The review workflow's agent models all reference deepseek-flash — a stale slug from an older model generation.

Migrate to the fleet-standard openrouter configuration, which also modernises the model assignments: backend: openrouter, openrouter_key input, action pinned to @0.11.0, agents mapped code/tests/performance → deepseek/deepseek-v4-pro, security → moonshotai/kimi-k2-thinking, config/docs/shell → qwen/qwen3.7-flash (slugs verified against the live OpenRouter catalog).

The 0.11.0 tag is already published, so the PR can go immediately.
