Addresses the two deferred minors from #102's final review, plus one honest correction:

Seeded file contents now pass through the same 2000-line oversize guard as fetched content — the README documented the cap without the seeded bypass (370815e).
Direct test pinning that a finding from an agent missing from WUMING_AGENTS verifies with the backend default model (99d78dd).
Backfill: the three load_config integration tests for WUMING_VERIFY posted in reply to wave-2 comment 5550 were appended locally but never committed — they rode the working tree and CI never saw them. Committed here (5c89362); correction noted on #102.
