The PR review workflow uses the deepseek backend with code:deepseek-v4-pro and the other agents on deepseek-v4-flash. WuMing now supports an openrouter backend (wuming#73), and a two-tier model mapping has been agreed for the fleet.

Migrate this repo's review to:

backend: openrouter with the openrouter_key input
action pinned to @0.11.0 instead of @main (the 0.11.0 tag is already published)
agents: code/tests/performance on deepseek/deepseek-v4-pro, security on moonshotai/kimi-k2-thinking, config/docs/shell on qwen/qwen3.7-flash (all slugs verified against the live OpenRouter catalog)

The 0.11.0 tag is already published, so the PR can go immediately.
