Both review workflows (fenliu-ci, zhongli-ci) use the deepseek backend with code:deepseek-v4-pro and the other agents on deepseek-v4-flash.

Migrate both to the fleet-standard openrouter configuration: backend: openrouter, openrouter_key input, action pinned to @0.11.0, agents mapped code/tests/performance → deepseek/deepseek-v4-pro, security → moonshotai/kimi-k2-thinking, config/docs/shell → qwen/qwen3.7-flash.

The 0.11.0 tag is already published, so the PR can go immediately.
