The site repo's review workflow runs only the config, docs, and shell agents on deepseek.

Migrate to the fleet-standard openrouter configuration with those three agents on qwen/qwen3.7-flash, backend: openrouter, openrouter_key input, action pinned to @0.11.0.

The 0.11.0 tag is already published, so the PR can go immediately.
