Adds a scheduled weekly board update:

board-config.toml (owners ["marvin8"], forge.marvin8.zone API base)
.forgejo/workflows/board-update.yml: cron 41 17 * * 6 (Sun 03:41 Australia/Brisbane), yilan diff change gate, yilan-bot SSH-signed commit, push to main via the whitelisted yilan-bot PAT, actions/cache for the SHA cache

Requires one-time setup (spec §4.3): yilan-bot account + push whitelist + secrets YILAN_BOT_SIGNING_KEY, YILAN_READ_TOKEN, YILAN_WRITE_TOKEN.
