Added config file option bot_schedule_duration_delay taking an ISO 8601 formatted time duration value.
When present this duration is added to the current date to effectively schedule statuses to be posted in the future.
Updated dependencies versions.

New release has been stalled by an issue with uv-secure. I use uv-secure in CI to check for insecure libraries. So with the above issue, CI fails.
