Adds the complete Zhuiri personal deployment kit.

config.tmpl — runner YAML config template (copy to ~/.config/zhuiri/config.yml, fill in UUID and token)
quadlet/zhuiri.container — systemd Quadlet unit referencing data.forgejo.org/forgejo/runner:12
justfile — just setup / status / logs / restart / stop
README — prerequisites, setup steps, day-to-day ops
