Migrates CI from Woodpecker to Forgejo Actions and replaces git-cliff with a Release-Notes.md-based changelog approach, matching the setup used in longwei.

Changes

CI migration (Closes #5):

• Replace .woodpecker/ with .forgejo/workflows/ci.yml and weekly-checks.yml
• All jobs run on zhuiri; weekly checks use codeberg-small-lazy at 02:17 AEST Saturday (cron 17 16 * * 5)
• WuMing review agents updated: code:deepseek-v4-pro, config/docs/shell/tests:deepseek-v4-flash, security:deepseek-v4-pro
• CI validates Release-Notes.md on every run via uvx taibai thread --dry-run
• pytest-betas job runs with continue-on-error: true
• .superpowers/ and docs/superpowers/ excluded via .git/info/exclude

Release-Notes.md changelog (Closes #6):

• Add Release-Notes.md and Release-Notes.md.template (taibai thread format)
• just release now extracts bullets from Release-Notes.md and appends ungrouped commit list with Codeberg links
• New just fediverse-post (defaults to announce profile) and just fediverse-validate recipes
• Remove git-cliff dev dependency and cliff.toml
• Update CLAUDE.md with Release Process and Release Notes sections
