Configures the repo's own PR-review workflow to run with WUMING_MIN_SEVERITY: "medium", so LOW nits and unrankable severities stop posting on self-review.

Level medium on the evidence from #75: most LOW findings were declined, and the declined MEDIUMs were false-premise class — which the verification pass (already active by default) now catches before posting. Raise the env var if noise persists; dropped findings cannot be recovered.
No version-ref change: the pr-review job uses uses: ./ (dogfooding — every PR is reviewed by its own checkout), so 0.12.0 features are already in effect for branches off current main. The floor is passed as a step-level env: var because min_severity has no with: input in action.yml.
